Youth Radicalization and Gang Formation in Finland: Manifestations, Risk Factors, and Countermeasures (NUORA)
The project provides a multidimensional, research-based understanding of youth radicalization, gang formation, and recruitment into criminal activity and violent extremism in Finland. The goal is to strengthen understanding of the development, interconnections, and mechanisms of these phenomena in the Finnish context.
The project aims to identify the methods used to lure or coerce minors and young people into criminal and harmful networks, as well as the operating models, forums, and target groups of these networks. Particular attention is paid to digital interaction environments, such as social media and online gaming communities. In addition, the project seeks the best ways to address the recruitment of minors and young people, prevent violence, and strengthen young people’s participation and safety.
The project supports the implementation of the national action plan for the prevention and countering of violent radicalization and extremism, as well as the government’s objectives to strengthen security, combat terrorism, and address the rise in youth and gang crime.
Timescale: April 2026 – February 2027
