Situational picture of Organised Crime in Finland 2025
The project will produce a research-focused situational picture of organised crime in Finland. The overview will provide information on the extent of the phenomenon, its trends and prevention measures.
The study material will mainly be collected from open sources, such as research publications, statistics, strategy documents and international reports. Moreover, risk assessments and statistics prepared by the authorities will be used. Surveys and potentially workshops will be targeted at the key actors.
The role of the Police University College is to support the Institute of Criminology and Legal Policy (Krimo) at the University of Helsinki, which is responsible for the project, by analysing statistics and international reference data, among other things. The report to be published within the project is updated every two years.
The project is related to the implementation of the strategy against organised crime, adopted in February 2025.
Timescale: October 2025 – March 2026
