Management feedback surveys and evaluations
We receive feedback and evaluation information for the planning and implementation of our activities from many different sources.

The Employee barometer is a personnel survey prepared for the police. It helps develop the employees’ wellbeing at work, the smooth operation and organisation of the work, and personnel management in police units.
The Employee barometer is implemented every three years and its results are drawn up into development plans.

We collect feedback on our activities to develop the library services.
Our feedback channels are:
- feedback book in the library
- customer service situations
- national user survey of libraries at universities of applied sciences libraries at regular intervals.
We discuss the feedback received at the library's team meetings and, to the extent possible, inform the provider of the feedback of the measures it has caused.
Proposals related to the library collection are handled in the library by the officer who receives the procurement proposal. If necessary, the officer discusses the matter with the person responsible for the collection.

Every six years, we participate in an external audit by the Finnish Education Evaluation Centre FINEEC. In 2024 we received a quality label that is valid until spring 2030. The next audit will take place in 2029–2030.
Based on the audit, we prepare a development plan that is be used in the planning of our operations.

The purpose of legality control in the police is to promote the attainment of objectives and maintain and improve the correctness and quality of operations. It helps prevents errors and rectify incorrect operating methods. The purpose of legality control is to strengthen the trust among citizens in police operations and their lawfulness.
The National Police Board is responsible for the nationwide organisation of legality control in the police. The Director of the Police University College is responsible for organising legality control and the related resourcing at the Police University College. The National Police Board’s legality control specifies the nationwide priorities for legality control each year. Forms of legality control include legality checks and claims for correction.
The police uses an ethical channel through which it is possible to report operations that are in violation of regulations or unethical and pose, or may pose a risk, or cause harm to the police or the reputation of the police.

The Police barometer regularly surveys the Finnish population's perceptions of police activities and, more broadly, of internal security.
The Police barometer contains important information that we use to plan our operations.

The National Police Museum uses several different methods and channels to measure customer satisfaction and collect feedback:
- The HappyorNot service measures general customer satisfaction in the museum lobby. The results give an overview of how well visitors have enjoyed the museum.
- We have a guest book for writing feedback.
- Feedback can also be provided via the poliisimuseo.fi website or by e-mail.
- We actively monitor feedback given through Google, Facebook or Instagram. Feedback usually describes the success of the visitor experience.
- We conduct visitor surveys and participate in a national study carried out by the Finnish Museums Association.
- Museum customers can provide feedback directly to the lobby service, which records all feedback.
We analyse all feedback we receive and respond to feedback from visitors who have submitted their contact details. We respond to feedback from social media if it includes a question related to our service. Feedback from museum visitors has often led to development measures, such as improvements in equipment at the facilities.
From the HappyorNot feedback, we track the times of positive and negative feedback and compare them to the visitor calendar. If critical feedback is accumulated at a certain point in time, we review it with lobby employees and consider possible development of our service.
We analyse the results of the visitor surveys carefully and decide on key development areas together.
The aim of the survey is to determine the views of our partners on the Police University College's public image, operation and important sources of information, and to obtain information about their wishes towards the Police University College.
The stakeholder survey is carried out approximately every 3–4 years, as necessary.

We have linked the identification of changes in the operating environment to our annual operational and performance planning, risk management and curriculum work. We examine the operating environment and changes in it by using, for example, the PESTE framework that is divided into identification of the following change factors:
- political and legislative changes
- economical changes
- social changes
- technological changes
- ecological changes.
At the same time, we analyse whether the identified change factors are opportunities or threats.
The analysis of the operating environment is also an important part of risk management, which we carry out annually according to police guidelines. We assess the impact and probability of risks associated with change factors identified in operational planning and risk management on a four-step scale. This enables us to identify the risk level of the change factors and the urgency of the measures.
Analysis of the operating environment is part of our curriculum work. Teachers who update the curricula and implementation plans consider, under leadership of the teachers in charge, learning outcomes from the perspective of the police, society and the latest research results.

The operating environment of the police and statistics on the police website
The strategy is the foundation of all of our planning, operation and development. We evaluate our strategy annually during operational planning, by conducting an analysis of the operating environment and by ensuring that our goals for the following year are linked to our strategic priorities.
We have a number of established procedures for evaluating operations and finances. We conduct interim evaluations twice a year, on 30 April and 31 August, which include the following sections:
- Identification of successes, challenges and prospects for the coming years
- Analysis of the achievement of performance agreement and action plan objectives
- Results of key figures in the performance agreement
- Estimates of the realisation of the budget and personnel budget.
In the interim evaluation, we are also able to update the objectives of our action plan.
Once a year, we prepare an annual report, which is part of the annual report of the police. According to the State Treasury's guidelines, we report the following information:
- the impact of the operation
- operational efficiency by core process and key services
- operating result and profitability
- management and development of intellectual resources
- financial statement analysis
- statement on the assessment and assurance of internal control
- results of the overall evaluations.
We benefit from a wide range of indicators in monitoring and evaluating our operations. In the interim evaluations, we conduct a narrower review, which only covers the indicators of the performance agreement that have been agreed upon with the National Police Board. In our annual report, we examine our activities comprehensively and analyse the key figures of our core processes and key services in more detail. We also have updated statistical reports on key figures for real-time monitoring.

Feedback surveys and evaluation of teaching and learning
We use several systematic methods to receive feedback from our education.

The target group of the applicant survey is applicants for the Bachelor of Police Services education. We use the survey to find out which sources of information have had an impact on the applicants' interest and on boosting the decision to submit an application. The survey also provides information on the applicants' satisfaction with different sources of information, the image of the police as an employer, and the functioning of the application and admission process.
We use the information produced by the applicant survey in the development of student recruitment, communication services, and application and admission processes.
The applicant survey is carried out every two years.

We also collect feedback on continuing education that lasts at least five days. The course manager compiles the feedback and submits it to the Head of Education and Competence Area. We take the feedback into account in the planning and implementation of the next course.

We collect feedback from Finns who have participated in CEPOL's international training. Based on the feedback we collect on the electronic feedback form, we are able to identify the strengths and weaknesses of CEPOL's activities that we aim to influence by participating in meetings of CEPOL's decisionmaking bodies. We also use feedback to assess and develop the processes and communications of the CEPOL team at the Police University College.
In addition, feedback is collected from all participants in CEPOL training organised by the Police University College in Finland using CEPOL's own feedback form. The feedback is used to develop the Police University College's operating methods in the organisation of future CEPOL training programmes. CEPOL always forwards the feedback collected in the previous year to the next organizer of a similar course.
The Feedback survey for graduating students at universities of applied sciences (AVOP) is intended for degree students. For those graduating with a Master's degree at universities of applied sciences, there is a separate survey with almost the same themes. We ask students to respond to the survey when they submit their application for a diploma.
AVOP is a national survey and enables us to compare responses by our students with those of other university of applied sciences students. AVOP measures the following:
- teaching and learning diversely from different perspectives
- internationalisation and multiculturalism
- working life connections and advice
- practical training
- theses
- student satisfaction.
We utilise information produced by AVOP in curriculum work, teaching, study counselling, the development of services and the learning environment, work on non-discrimination and equality, and the evaluation of the impact of our operations.

After each course, students are requested to provide written feedback about the course. The feedback is given anonymously. The report of the survey is delivered by the student affairs office to the teacher responsible for the course, the Head of Education and Director of Education. The teacher responsible for the course discusses the feedback with other teachers of the course.
The teacher responsible for the course provides response feedback to the students for the feedback received.
The feedback is used in the planning and implementation of teaching.
We collect feedback at least once an academic year on each course or part of course in degree education and specialisation studies. Feedback is given anonymously and treated in confidence. We use student feedback in the development of curricula and teaching.
The feedback form is consistent for all courses, and it measures especially students’ experiences of achieving the learning outcomes of each course. In addition to common questions, teachers may define their own questions for each course.
The course feedback process consists of the following steps:
- collection of course feedback
- evaluation of feedback and respons feedback
- compilation of feedback summaries and discussion of summaries
- taking into account the feedback in the planning and implementation of teaching.

Student feedback of police education (Police intranet / Normikirjasto)
In the education impact assessment, police officers who have worked for at least one year assess the capabilities provided by the Bachelor of Police Services education for police work. In the impact assessment, we also regularly ask our immediate supervisors about the competence of the police graduates. The impact assessment examines the following:
- motives for applying to police education and the police profession
- employment situation of graduates
- graduates' own assessment of their basic skills for the police profession (physical fitness, stress tolerance, stress management capabilities, and team work skills)
- graduates' assessment of their basic knowledge and skills in police work
- graduates' assessment of police training from the perspective of the competence requirements for the police profession.
We utilise the information produced by the impact assessment in our curriculum work, the planning of our operations and in the evaluation of the impact of our activities.

The target group of the Student Barometer is degree students. We implement the survey every two years. It measures
- ability to study and coping
- use of intoxicants
- experiences of bullying, harassment and inappropriate treatment
- quality of counselling and support services
- learning environment and influence.
We utilise information produced by the Student Barometer in curriculum work, teaching, study counselling, the development of services and the learning environment, and work on non-discrimination and equality. Information obtained from the Student Barometer has extensive uses, and it is an extremely important tool for us as we develop our operation.

Open feedback
Students can provide open feedback on the operation of the Police University College through the electronic feedback channel, the feedback box, teacher and student tutors, and the Student Union's electronic feedback channel. We will discuss all initiatives, criticism and thanks submitted through the open feedback channel and respond to those who have left their contact details. Anonymous open feedback and responses are published on the educational institution network's intranet.
Cooperation meeting of the Student Union and the Police University College
The cooperation meeting is a student-centred forum where we discuss students' wishes and current issues related to education on a regular basis. We prepare the agenda of the meeting together with the Board of the Student Union. We meet at least once a semester, even more frequently if necessary. At the meetings, we also monitor what actions the feedback from students has led to.
Feedback collected during the “Influencing higher education policy” course
Some of the students participating in the optional "Taking part in university politics” course collect feedback from their own startup group in support of the development of teaching and other activities. The students' key observations are compiled as part of the course feedback compilation for the academic year.

The student association of the Emergency Services Academy Finland and the management of the Emergency Services Academy Finland meet regularly a few times a year. Issues that support studies and are brought up are processed in the meetings in diverse ways.
Initiatives
All students of the Emergency Services Academy Finland may submit initiatives. A group can also submit a joint initiative. The initiative, with reasons, is submitted in writing by email to the Director of Education. All initiatives are considered and a response provided. The initiatives submitted (anonymised) and responses, with information on measures if applicable, are published in the Students’ intranet.
