MATTI – monitoring, assessment and forecasting model supporting regional contingency and security planning
The objective of the project is to produce an operating model for monitoring and forecasting the security environment within a region. The operating model involves listing the essential regional monitoring indicators related to the security situation. In addition, the project aims to define the relation of national and regional risk assessments to the operating model to be developed. The operating model supports data-based security and contingency planning.
The project is implemented in cooperation between authorities, organisations and the business sector. Data is collected through document analysis, surveys, individual and group interviews, expert workshops and Delfoi analysis. The operating model will be tested in its entirety in the cooperation network of authorities in South Karelia.
Timescale: March 2019 – March 2020

Funding: Prime Minister's Office: the appropriations allocated to research aimed at supporting the Finnish Government’s decision-making process. The total project budget is around EUR 150,000, with the Police University College accounting for about EUR 35,000.
