Societal impact
Our most powerful impact factor is the education and training we offer, which in key respects ensures the high level of competence and ethics of the Finnish police. Our up-to-date education is based on research, development and innovation (RDI) activities that serve the needs of internal security and the police.
We are a small higher education unit by Finnish standards, and we lean powerfully on network-type collaboration.
Objectives and indicators of societal impact
The strategy and the pedagogical and RDI policies that complement it point the way to our societal impact. That is why we also look at impact targets and indicators from the perspective of our strategic priorities.
In defining the objectives and indicators, we have utilised the Impactful Higher Education Institution outline of the Rectors’ Conference of Finnish Universities of Applied Sciences Arene, according to which impact is enabled by the following factors:
- competence
- learning and ability to renew oneself
- societal interaction.
These are supported by communication and joint planning.
Socially impactful activities require continuous analysis of the operating environment and determined management, which supports an inclusive culture and cooperation across organisational boundaries.

We have defined the following impact objectives and indicators for forward-looking approach:
Objective 1: The operating environment is systematically analysed at all levels, and the infor-mation produced by the analysis is utilised in the direction and development of the activities.
Indicator: The methods for analysis of the operating environment are described, everyone knows them and acts accordingly. The information produced by the analysis is utilised in strategic and operational planning.
Objective 2: Police training attracts a sufficient number of persons suitable for the police profession.
Indicator: attraction figure of the Bachelor of Police Services degree (applicants/study places) (performance agreement indicator)
Objective 3: We know our history and reach a broad range of citizens.
Indicator: Number of visitors to the National Police Museum (annual report indicator)
Objective 4: We make decisions based on information and knowledge.
Indicator: We utilise the information produced by the feedback and evaluation methods of the Police University College in the development and decision-making of operations.
We have defined the following impact objectives and indicators for the future-oriented activities of a competent university college community:
Objective 1: We build the foundation for the professional skills of the Finnish police through education, so that graduates are able to develop police activities, working life and society using RDI methods.
Indicator: achievement of the learning outcomes of the Bachelor of Police Services degree (annual report indicator)
Indicator: a thesis for the Bachelor of Police Services degree strengthened competence (annual report indicator)
Objective 2: Employees learn, study, develop and test and communicate their competence by publishing diversely in different channels.
Indicator: Number of staff publications (performance agreement indicator)
We have defined the following impact objectives and indicators for strong partnerships:
Objective 1: We renew our operations and solve multidisciplinary challenges together with our partners.
Indicator: Amount of project funding (annual report indicator)
Objective 2: In student projects, we work extensively with different actors to develop internal security and increase trust in the police.
Indicator: Credits for project studies in proportion to the number of students (annual report indicator)
We have defined the following impact objectives and indicators for social responsibility:
Objective 1: Our education, publications and theses increase competence and understanding in society. The information produced is monitored and utilised.
Indicator: Citizens' trust in police activities (annual report indicator)
Indicator: Downloads of theses and publications by the Police University College (annual report indicator)
Indicator: Followers of social media channels (annual report indicator)
Indicator: Number of media hits (annual record indicator)
