Immigrants Asked, We Responded

By reading this, you are in part making history as this is the first student blog posted in English by the Finnish Police University College (suomenkielinen versio alla). I was recently inspired by the Internet Police Konstaapeli Daniel who announced in late March that he will start creating content in his social media channels both in Finnish and English, as we have so many people in Finland who do not speak either of the two official languages: Finnish or Swedish. I found this to be a brilliant idea and thought it would serve me well to write this blog in English too, as I will be talking about policing in Finland and questions asked by immigrants. 

In March I had the honor of being a guest at a Facebook Live event hosted by Marhaban. Marhaban is a community center in Tampere which serves as a cultural melting pot, offering all kinds of services for immigrants. With me at the Facebook Live event was also a Detective Senior Sergeant from the Central Finland Police Department and another student from Police University College, who responded to questions in the chat. During the interview we discussed policing in Finland, the different ways Finnish police cooperates with organizations in its preventive measures and how to become a police officer. We had received many insightful questions before and during the event that we were delighted to answer.

The main point that we wanted to bring up during this interview was that in Finland one can trust the police. In Finland, all police’s actions are based on the law and officers cannot act beyond that. Also, in Finland police cannot lie or share misinformation. In some countries this might be the common practice, but in Finland it is against the law. In the interview we also discussed the use of force by police in Finland. We shared how in Finland the use of force is highly monitored and we accept no brutality. As for the other topics above, the use of force is based on the law and officers cannot go beyond that without consequences. 

The second topic that we discussed was police education in Finland, and how to recruit people from different backgrounds for the Finnish police force. We were delighted to see how many questions we had received about this. In Finland, the Police University College takes nearly three years. That said, we get lots of training, especially compared to many other countries where the police education takes less than a year. During this time, we study law, languages, and practical policing skills. In Finland, police enjoy a very high rate of trust by the people. We are very proud of that and strive to be even better. That is why we would love to get more people with different backgrounds into the police force. For example, immigrants will bring cultural and lingual knowledge to the police which will enrich the workforce and the level of service. Cooperation of police and ethnic minorities is the key for a happy and safe country for all.

Maahanmuuttajat kysyivät, me vastasimme

Lukiessasi tätä olet mukana tekemässä historiaa, sillä yllä oleva kirjoitus on ensimmäinen englanniksi julkaistu opiskelijablogikirjoitus Poliisiammattikorkeakoulun sivuilla. Huomasin maaliskuun loppupuolella, kuinka nettipoliisi Konstaapeli Daniel kertoi alkavansa tuottaa sisältöä suomeksi ja englanniksi, koska Suomessa asuu monia ihmisiä, jotka eivät puhu kahta virallista kieltämme: suomea tai ruotsia. Tämä on mielestäni loistava idea, ja koin, että se sopisi hyvin tämän tekstin julkaisuun, sillä tulen puhumaan Suomen poliisin toiminnasta ja maahanmuuttajien esittämistä kysymyksistä. 

Maaliskuussa minulla oli kunnia olla vieraana Marhabanin järjestämässä Facebook Live -tapahtumassa. Marhaban on kulttuurien kohtaamispaikka Tampereella, ja he tarjoavat erilaisia palveluita maahanmuuttajille. Mukana studiossa kanssani oli rikosylikonstaapeli Sisä-Suomen poliisilaitokselta sekä toinen opiskelija Polamkista, joka vastaili kysymyksiin suoraan chatissa. Haastattelussa keskustelimme Suomen poliisin työstä, poliisin tekemästä ennaltaehkäisevästä toiminnasta yhteistyössä eri tahojen kanssa sekä poliisiksi opiskelusta. Vastaanotimme paljon mielenkiintoisia kysymyksiä poliisin toiminnasta ja koulutuksesta ennen haastattelua ja sen aikana. 

Tärkeä asia, jonka halusimme tuoda esille haastattelussa, oli se, että Suomessa poliisiin voi luottaa. Suomessa poliisin kaikki toimivaltuudet perustuvat lakiin eikä poliisimies voi toimia omapäisesti. Suomessa poliisi ei myöskään saa valehdella tai jakaa väärää tietoa. Joissakin maissa tämä on hyvin yleistä, mutta Suomessa se on lainvastaista. Haastattelussa puhuimme myös poliisin voimankäytöstä Suomessa. Suomessa poliisin voimankäyttö on hyvin valvottua emmekä me Suomessa hyväksy voimankäytön ylilyöntejä. Kuten edellä mainitut, myös voimankäytön toimivalta perustuu lakiin, eikä poliisimies voi toimivaltuuksiaan ylittää ilman seuraamuksia. 

Toinen iso aihealue oli poliisin koulutus ja poliisiksi opiskelu Suomessa. Oli hienoa nähdä, kuinka paljon kysymyksiä tästä olimme saaneet. Suomessa poliisiksi opiskeleminen kestää noin kolme vuotta. Koulutuksen aikana saamme paljon toistoja ja harjoitusta, varsinkin verrattuna maihin, joissa poliisikoulutus kestää alle vuoden. Koulutuksen aikana opiskelemme lakia, eri kieliä ja poliisin ammatissa vaadittavia taitoja. Suomessa poliisi nauttii kansalaisten vahvaa luottamusta. Olemme tästä todella ylpeitä ja pyrimme kehittymään entisestään. Tämän vuoksi tarvitsemme poliiseiksi monenlaisia ihmisiä eri väestöryhmistä. Esimerkiksi maahanmuuttajataustaiset henkilöt tuovat kulttuurista ja kielellistä osaamista poliisiin, mikä kehittää henkilöstöä ja palvelun laatua. Poliisin ja eri väestöryhmien välinen yhteistyö on avain onnelliseen ja turvalliseen maahan kaikille.
